Who Is Not Allowed to Leave Russia
The Constitution of the Russian Federation guarantees the right to freedom of movement. There is no complete ban. However, Federal Law No. 114-FZ establishes temporary restrictions—and in 2026, they are actually in effect
Those subject to military service—the main risk
It has been in operation since the fall of 2025 Unified Military Registration Registry. As soon as a warrant appears in the system, departure is automatically blocked—the border service receives the information in real time There have been documented cases of people being prevented from leaving at checkpoints.

Other grounds for a travel ban (Federal Law No. 114-FZ)
Access to State Secrets — a restriction of up to 5 years from the date access to “top secret” information was terminated
Criminal prosecution or serving a sentence — a ban until the case is resolved or the term expires
Debts owed to the Federal Bailiff Service exceeding 30,000 ₽ — Block the issuance of a passport; check on fssprus.ru
Failure to Comply with Court Orders — child support, fines, and loans ordered by a court
Status of a Bankrupt Sole Proprietor — a suspension during bankruptcy proceedings
Important: Upon receiving a travel ban, a citizen is required to surrender their passport within 5 days. There are no direct penalties for failure to do so, but the passport will be entered into the registry of invalid passports and will not be accepted at border control. Section 02
Documents Required for Departure
International Passport
Apply through Gosuslugi or the Multifunctional Center (MFC). When you submit your application, the system automatically checks the military registration records and the Federal Bailiff Service database—if there are any restrictions, your application will be rejected immediately upon submission.

Routes and Flights in 2026
There have been no direct flights from Russia to most countries in Europe and North America since 2022. All routes go through transit hubs with 1–2 layovers. It’s more expensive and takes longer, but it’s possible!
A direct flight from Moscow to Berlin in 2019 cost 8,000–15,000 ₽. The same route with a layover in Istanbul in 2026 will cost 40,000–90,000 ₽.

Belarus: Everything Russians Need to Know
Belarus is the most legally straightforward Travel: An internal passport is sufficient; a foreign passport is not required. However, this trip requires careful consideration.
LGBT People in Belarus: Same-sex relationships are not criminalized, but they are not recognized. LGBT advocacy is prohibited by law (similar to Russia). Pride parades are banned. Social pressure is high. Not recommended for outdoor use. If you lead a secretive lifestyle—it's possible, but it comes with a high level of stress.
A strategic consideration: Belarus is subject to EU and U.S. sanctions. A Belarusian residence permit does not grant access to Europe
